Beach Rules for Dogs by Town: Kill Devil Hills - Dogs are not allowed on the beach from 9am to 6pm from Memorial Day through Labor Day unless used to aid a individual with disabilities. Kitty Hawk - Dogs must be leashed from 10am to 6pm from Memorial Day through Labor Day Nags Head - Dogs must be leashed at all times. The leash should be no longer than 10 feet.
