Recommend you to buy local SIM and to download Grab app (similar to Uber) to ride its taxi or motorbike with rate 12,000-16,000 VND per km. - You can rent motorbike to drive by yourself, 150,000-300,000 VND per day depending on brand to explore and to have a true experience in Hanoi. - Bus.
