Because all the most important monuments are in the historical center, where there are only two subway stops away and the roads are almost all small and narrow to drive through and buses can't drive inside.Also, in the historical center you can not enter by car and park unless you have a special pass for residents. So, Rome is very beautiful and there are a lot things to see, why loosing time?
