Concerning public transport, the best way to get in and out of the Hotel Zone is a 12 pesos bus. Then you can call a taxi (make sure you download the App of your preference). Cabify, InDriver, and Easy Taxi operate legally in Cancun. You will pay a bit more than the taxis off the street, but all these App drivers have insurance, valid driver's licenses, and clean newer taxis. We suggest you pay a little extra for the added security especially at night since you, your friends or your family will be able to track your trip. For example, if a taxi off the street would charge you 45-50 pesos, Cabify will cost you 72 pesos.
