For non-family groups, all guests must be over the age of 23. If this rule or the home occupancy limit is breached, guests may be subject to fines or eviction.** Other things to note Known for towering sand dunes in Jockey's Ridge State Park and along the coastline, Nags Head is a beach town on North Carolina's Outer Banks.
